I found a phone on Mercari and wanted to buy it but the person said to pay through Apple Pay, so I did. & I still haven’t received the phone & the seller is ignoring me. What should I do? How do i report this. I just want my money back.

Contact the bank that issued the card linked to your Apple Pay account.
Contract Apple and your bank. I’m going through the same thing. Apple has been no help so far they blamed me for losing my money.
Because Apple may want to look for people who may be defrauding multiple users and if they can do anything about blocking them, they may.
However, Apple is not liable for money lost, that's almost always the purview of your banking institution.
Why is the website instructing us to contact them to report scam and/ or file a dispute on the scam faq page if they do not share some liability.
