How can I reset the account in order to change the country?

Hi, my name is Yaroslav. I'm from Ukraine. My account is tied to the Russian region. I want to change the region and link a card to my account. But I can’t do this because I have a few rubles left over which I cannot afford to carry. How do I charge or reset my money so that I can change the region and link my credit card to my account?


We do not have technical support in Ukraine. When I try to write to the support service by reference (https://getsupport.apple.com/?caller=psp&PRKEYS=PF2) I constantly see an error. What should I do? Where can I contact support?
