The workout data in the activity app does not come over in a new phone restore from the iCloud backup

The workout data in the activity app does not come over in a new phone restore from the iCloud backup.

There is no warning while restoring that this will happen. Called Apple and I have to do an encrypted backup in iTunes. This sounds like a huge disadvantage about getting a new phone, ( had an 8 moved to the XR) and lost all my workout data for the last year which includes health data. Now if Apple is selling their watch and phone as health devices this is a problem, at least to me.

Anyone else experience this as Apple says they have not heard about this issue

Apple's support document on backing up specifically states that you need to use an encrypted iTunes backup to backup Health information:

Ok, not a health device but their activity app does not store its some of its data in the iCloud, and it is lost for the workouts in the activity app during the restore. There is no warning of this in the restore steps. If so I might have stopped the restore and done as apple told me an encrypted iTunes backup. Anyone have this problem with the restore on the XR?

They are not health devices and they state that in several locations. Here is just one- Important safety information - Apple Support

Not a medical device Apple Watch, its operating systems, and the heart rate sensors are not medical devices. They are not designed or intended for use in the diagnosis of disease or other conditions, or in the cure, mitigation, treatment, or prevention of disease.

Well I went to the apple support page and did a search for transferring data for a new phone and got instructions and followed apple instructions but there was no warming suggesting a certain method to save data. I a warning without a deep dive on the apple site would have been helpful

I have another question. If the activity app is not supposed to be saved in the iCloud, why did I get all my activity app data except the workouts in my restore? The workouts are what trained my Apple Watch exercise apps. Missing that means I have to retrain my watch. I find this a big problem and I got NO warning on the apple docs about this problem.
