Sound Check and Apple Music

I am having this issue in Apple Music with Sound Check enabled that the songs do not play at relatively the same volume on my iPhone. I have had the same issue across multiple devices (iPhone SE, 6s, 7, 7 Plus, and the Xs).

Sound Check only seems to work as intended if I sync music from my computer via iTunes, not if I'm streaming from Apple Music or even if I download via Apple Music. I know it's not the phone because Spotify's normalize volume feature works perfectly. I've considered moving to Spotify, but truth be told, I really do like Apple Music. However, this volume problem is enough to push me away.

Am I missing something else to make this work appropriately?
