Chrome reopens itself after closing

I have been all of a sudden having numerous issues with Google Chrome and have come to the point where I believe I need to uninstall it and either start over with it or switch to Safari or Mozilla.

That aside, when I quit Chrome to uninstall, it automatically reopens itself which of course prevents me from installing it. I am reasonably sure there is a virus somewhere inside Chrome due to the way it is currently acting, the default search engine keeps changing and if I do an address bar search or on Google it goes to Google results as I have set the preferences to for about a second and then redirects to Bing so I think there is a PUP or some other malware there that I cannot seem to locate as of yet.

Running Mojave 10.14.2 and Chrome 71.0.3578.98
