Every time I try to download an app , even free apps . The App Store asks for my payment information.... then it says it won’t charge until I agree but as soon as I verify my payment information it tries to charge me $15. Can someone help me figure this out pls pls

I canceled my subscription to YouTube but I did it after I payed for another month .it says that it doesn’t expire until February 22.... everything else is payed the one that is due is only $5 and that’s not due till the 5 of February
What is the text of the message/prompt that you are getting, where are you seeing $15 ? If you owe iTunes money that will have to be paid before you can download anything else
