Activation problem with my iPhone 7

Hello, I have an iPhone 7. After performing a factory reset, the iPhone does not want to activate because an update is required. So I made the update with iTunes, the same problem persists. I do not know what to do with my iPhone. I took a picture of the screen. Thank you

Sometimes this can mean that iOS got deleted from your phone. Try activating your phone with a different SIM Card if possible because carrier updates can sometimes prevent your phone from activating.

I switched to DFU mode. I tried the restoration as well as the update in DFU mode. it still does not give anything.
