iMessage Read Receipts Not working

I’m using an iPhone 6 running 12.1.3 and I do have iMessage and read receipts turned on. I have tried turning both off and on as well as signing out of Apple ID and back in again. I have my set my send & receive to the following: receive to email and phone number, and send set to email. I’ve switched send to phone number and it doesn’t make a difference. My results are the same. I do not get read receipts anymore. Please help me.
