On a HighSierra (or Mojave for that matter) machine that has no users with a Secure Token, is there anyway to set up a user with a securetoken? I want to be able to enable FileVault on this machine and am unable to do so as I don't have any users setup that have a securetoken.

Thanks - I ended up reinstalling the OS and restoring from Time Machine... that seemed to allow the creation of a secure token as I am now able to enable FileVault!
