After my iPhone powers on, an exclamation mark badge appears on the Messages app icon and sticks around for about 30 seconds or less. I’m afraid it may be related to an issue I have with not ever receiving iMessages that were sent to me while my iPhone is off. That is obviously the bigger issue here. I am on iOS 11.4.1 on an iPhone 6S.

Red Exclamation mark on you iMessage is warning sign that the message has not yet been sent. Once it is sent the warning sign goes off. Warning sign and message not being received has no direct linkage.
It isn’t the exclamation mark that appears next to a specific message in the app. It’s a badge that appears on the icon on the home screen (where you would normally see a number indicating how many unread messages you have). Also, I don’t believe I sent any messages right before my phone died.
