I have already updated my IPhone to IOS 12 but it doesn’t have the Measure app. Please help me out.

Easy mistake to make. You possibly have a iPhone 6 Plus. Same one I have. Do you have 3D Touch? If no then it’s a 6 plus if yes then it’s a 6s plus. The s makes a lot of difference.
check the App Store. Also do a search on your phone.
I’ve tried to find it on the App Store and even on the link I found on the internet but It seemed unavailable for my IPhone.
Does it have to be upper 16 GB?!
Also, verify the model number at: Settings - General - About - Model = ???
No, it needs to be a 6S or newer.
Then it would appear that you actually have something other than an iPhone 6S Plus.
