Family Screen Time limits don't work

My two kids have iPhones (5s and SE), I've setup Family and ScreenTime. I can see all the statistics, but limits do not work at all (for both kids category "Games" is limited to 30mins.). I've tried all the suggestions on the internet, still the same.

What's most funny (if not furious) is that system sees that limit is exceeded (see the sand clock) but does nothing:

Hello donatas.ciuksys,

Welcome to the Apple Support Communities. I understand you're running into some issues using Screen Time to limit app usage.

When they approach the 30 minute limit, does a request show up on any of your devices to approve more time? Do they get an alert that they're approaching the limit and then are able to continue using the app? Or do they not see an alert at all?

If you set a time limit for different apps or categories, does that work as expected? Knowing the answers to these questions would help rule out a few possibilities and get to the bottom of what may be happening.

You might tap Settings > Screen Time > Always Allowed. Are any of the same games listed under the "Allowed Apps" section at the top? If so, try removing those and then test it out. You can find more about the "Always Allowed" settings here: Use parental controls on your child's iPhone, iPad, and iPod touch.

If this doesn't help, or if the apps aren't showing under "Always Allowed," try tapping Settings > Screen Time, and then scroll to the bottom and Turn Off Screen Time on one of the two devices. Then, turn it back on and re-configure the settings to see if this has cleared things up.

Cheers!

Hi again,

  1. For starters, I've done "Turn Off Screen Time on both devices. Then, turn it back on and re-configure the settings" three times already (and do it after each iOS update hoping that bugs are fixed).
  2. I'm developer myself, so I've tried all possible combinations, and still I cannot get the limit of 1 hours for games to work. I want that games would be forbidden for kid devices after 1 hour of playing. Yet (as you see in screenshots below) my kids play 3 hours and more each day.
  3. Even if Downtime is configured 19:00 - 18:00, observe in the screenshot below that half of games are without sandclock (and launch successfully without any warning).

These are screenshots from one the devices taken today at 20:30 local time (note: Downtime is configured: 19:00 - 18:00).

I've tried resetting factory settings, rebooting multiple times, turning OFF screen time and ON again, and other suggestions on internet, all for the same result (as seen below: more that 3 hours spent gaming even if limit for games is 1 hour).
