my iPad is in the lock activation and the email address that the iPad is linked too, I no longer have access to.
I don’t know how to restart or unlock my iPad

If it's in Activation Lock (not passcode lock) then you will need the Apple ID and password used to lock it to gain access. I'm not sure whether it matters if the address used as an Apple ID is actually active, so it's worth a try.
Failing that, and provided that you bought the iPad new, take it, the original purchase documents and some ID to an actual Apple Store (make an appointment) and ask whether they can unlock it. (They won't do this for a device bought used.)
If all this fails, then you won't be able to access the iPad. Erasing and recovery won't work (indeed you won't be able to get access to do it).
