What carrier are you using and what country are you in?

"Provisioning" is setting up your cellular account to work properly with your phone. If you have an iPhone, your carrier needs to know that so that features such as iMessage and FaceTime can be used without charing you for the SMS messages involved, and so that things like Visual VoiceMail, FaceTime over cellular, and other features work correctly.

If you are using an unsupported carrier, or you have not informed your carrier that you are using an iPhone, your account may not be provisioned properly.

Thank you for your reply, but it was working on my old iPhone(5s), and now when I bought the new one it's not working anymore. Will call my carrier, but a lot of my friends using iPhone with that carrier and for them works perfectly. Can you please explain me this "your account is not properly provisioned for an iPhone"?
