Begin by following the steps under, "If you can’t download, play, or access songs," in this article: Get help with iCloud Music Library.
If you find that you still can’t download music, follow these steps:
1 - Go to Settings > General > Software Update and be sure that it’s up-to-date. If it’s not, create a backup following these steps: How to back up your iPhone, iPad, and iPod touch. After the backup is complete, Update your iPhone, iPad, or iPod touch.
2 - With the iOS up-to-date, Restart your iPhone, iPad, or iPod touch.
3 - Go to Settings > [your name] iTunes & App Store > verify that you are signed in with the Apple ID and password you signed up with Apple Music.
4 - Open Safari and try going to Apple. This step will check the internet connection. Be sure to check it on other devices on your network also.
5 - Is this happening with all music in the Music app, or only certain songs/artists?
