I have a 2018 Mac Mini i5 connected to my Onkyo AV receiver, connected to my TCL 4k tv.
The TV can handle HDR and Dolby Vision, the AVR can handle them as well as Dolby Atmos.
Will the mac mini pass-through those signals (HDR, DV, Atmos) to be decoded by the respective equipment in the mix?

After much Googling, HDR and Dolby Vision (which is just a form of HDR) is in the video signal and thus the if in the original signal it will be transferred out the Mini's video output.
Only the recent Apple TV with latest OS supports Dolby Atmos.
The Mini's HDMI output supports 5.1 surround sound. It may support 7.1 but I could not find anything confirming it.
Dolby Atmos is audio, Dolby Vision is video.
I do not understand either why a device would not pas Dolby Atmos but I know that a recent/latest update to TVOS addeed Atmose
It appears you have to play media directly from the Apple TV to to get Atmos. See:

As many have told me, the new ATV4K has Atmos support.
If I want to play something with Atmos from my Mini’s iTunes, doesn’t the Mini need to pass through to the ATV4K.

2) You lost me on the Atmos. How is it different from the video formats, in that none of it is "supported" in the Mini. Outside devices (which I have) need to do the decoding.
I need to know if my mini is passing out the Dolby True HD with the Atmos signal for the Onkyo to decode.
I asked an Apple employee what happens if I want to stream out a video to the Apple TV? Will it decode the Atmos? He said yes, but then again he was holding an iPad and teeing up people for the Genius Bar.
