Weather not updating on Watch 4

I have had an Apple Watch 4 for a month or so. I am using the Modular watch face with weather in the middle complication. Why doesn't the weather update properly or at all? I tried the standard weather app and also Yahoo Weather. Both report fine on the iPhone, but not on the watch. I have tried restarting both devices and also unpairing. Sometimes changing the complication works, but only for a while. I attached 2 pictures taken at the same time on my watch and iPhone. They are never the same. I have location services on always. Please help. This is a pretty irritating bug.
