How to transfer data from android to iPhone XR
iPhone XR, 12
I was just on the phone with Apple technical support (consumer side). We reset my iphone a few times and then did a full erase all data and restore from itunes (~3.2GB download, core load type) and fully reset the phone. My company has a Remote Management that automatically configures the phone and that is blocking the "Move Data from Android" option. This was confirmed by consumer solutions and also enterprise solutions Apple Technical support.
Moral of story, if it is a work phone or the next page says "Remote Management", you may not be able to transfer. I have an email to my company's mobile services. Will post if there is any help or a different outcome.

I'm already aware of that, but if the OP does not want to erase his phone and start-over, then he can transfer data manually, again, hence my link to the article, which I offered as an option.
While you set up your new iOS device, look for the Apps & Data screen. Then tap Move Data from Android. (If you already finished setup, you need to erase your iOS device and start over. If you don't want to erase, just transfer your content manually.)
Main reason to use "Move Data from Android" is to get all SMS text and call log transferred to new phone. If that is not needed, there are plenty of apps that will copy or manually move (like article above).
I'm fully aware of that, but as Move to iOS failed, the data can be moved manually, hence my posting the link to the article Move content manually from your Android device to your iOS device.

There was no option was move data from android
Have your already downloaded and launched the move to iOS app on your Android device?
Yes I installed and launched it still it doesn’t show the option
Exactly my problem here!
the option no longer is there as you correctly say.
it appears to have disappeared after the 12.1.3 update.
Embarrassing - literally just got an XS to replace a Galaxy S7 and this is the garbage I come to. Exact same issue here.
Manual move will NOT move SMS Texts and Phone logs.
