You can set restrictions on the Camera app (for both front and back cameras)
Settings > Screen Time > Content an Privacy Restrictions > Allowed Apps > Camera: switch it Off here

Thanks for clarifying. The answer then is no you can't. And the suggestion to put tape over the back camera won't help as that won't stop someone in the Instagram call can still touch the flip camera button. They'll need to be more careful and consciously remember not to tap the camera icon to flip the camera.
ShagCA, I wondering if there is a way to disable the back camera only because I'll made an Instagram Live and during our test, the person who will be in front of the camera (the front one) touched wrongly for few times the camera switch on screen shifting the image to the back camera. That's why I'm looking to find a way to avoid that.
That's a lot clearer than your first post.
Educate the person/people who's doing live feed. Tell them what to avoid touching. Sometimes technical solution can easily be replaced by teaching users.
You can flip the camera front to back and back to front, but you can't just turn off the back camera only.
Tape a piece of cardboard over it.
I interpreted the question to be how to turn the back camera off only. Perhaps I missed what he was asking? Yes, the camera can be turned off completely, but one can't turn the back camera off by itself as the front camera will also be off. I may just not have understood the question?

If your goal is to get a dark/black image on your live feed instead of what the back camera sees, cardboard or tape will do the job. It won't prevent users from switching to the back camera.
Who knows? That one sentence "I need to turn the back camera off " is open to interpretation. I had the same thing in my mind as IdrisSeabright, privacy concern. Put a tape over it.
If the problem is that the person keeps touching the camera switching icon inadvertently, then putting tape over the back camera will just make the view black when the accidentally tap on the switch. It won't stop it from happening, however.
