un block pop up windows

I'm trying to unblock pop up windows on MacBook Air- I go to preferences in safari menu then to security but there are no options to unblock pop up - my options under security are warn when visiting fraudulent sites and to enable java script?

Cannot find pop up blocker tab I have an iMac and have in the past been able to disable and enable the pop up blocker but I've tried again recently and cannot find the tab. I am running macOS High Sierra.I go to safari > preferences > security but there isn't a tab anymore for pop up blocker

Try Safari/Preferences/Websites/Pop-up Windows.
