i just updated to 12.1.4 on my iPad and there is still a red #1 next to the settings icon. I updated my iPhone and did not have this issue.

Apple Care had me sign out of iCloud on my iPad then sign back in. That fixed the problem. The only thing is that by doing that I had to go back and change my iCloud preferences with my Apple Music account and a few other iCloud options.
yeah no with a home buttoned iPad what you have to do now is hold the lock button till it gives you the option to power off. Then press the home button once and then hold till screen changes. This restarts all your apps.
I have a 10.5 inch iPad Pro with a home button. I tried your suggestion and it did not work.
Well, that would have force closed the settings app, so I'm not sure what else to advise. I saw another person has the same thing from the update today as well.
