I've just found out myself that Apple in their eternal wisdom has decided to switch us over from the universally compatible JPG and H.264 formats into the hopeless and unusable HIVF HEVC formats. They did this without telling you and then decided it would be a great idea to just convert back to JPG and H.264 in REALTIME as you copy the files onto your PC - This is the dumbest idea they've had yet. The real-time conversion is not only painfully slow but it completely broken and fails on most of the videos.
I've wasted almost a day troubleshooting this mess. My family were all having the same issues too. You can use the above instructions to switch the capture format back to JPG and H.264 for future photos and videos but I'm afraid you are screwed for the ones you currently have on your phone. I have videos that I simply cannot export via the cable.

Thanks for visiting the Apple Support Communities. If I understand your post, you are trying to get pictures from your iPhone XR to your iCloud Photos via your computer. When you connect your phone to your computer, however, iTunes doesn't recognize it. I'm happy to help!
If iTunes isn't recognizing your iPhone, you can use the steps outlined in If iTunes doesn't recognize your iPhone, iPad, or iPod - Apple Support to troubleshoot.
While you can use iTunes to import pictures to your computer and from there upload to iCloud Photos, you can also upload to iCloud directly from your iPhone by turning iCloud Photos on: Set up and use iCloud Photos - Apple Support.
