How could we get a new country in the approved Business Manager program ?

We need to get the Apple Business Program to get DEP and VPP in Monaco.

what is the internal Apple process to get in? Monaco has a broad digital strategy with a dedicated Chief Digital Officer, large team and budget, and lot of companies managing iOS devices.
