Low Bluetooth Audio Volume from Media Apps

I am trying to figure of if there is solution, a bug, or a feature how Bluetooth audio works for media apps like Netflix, Directv and various other apps which are video/audio verse just audio.

When I listen to music or podcast using the Apple built in apps, the audio over a Bluetooth headphone (third-party and airpods) is acceptable and loud enough in most environments. However, when I am listening to audio coming from a media app like Netflix and Directv apps the audio to the Bluetooth device is low and I can not find a way to turn it up. The audio is acceptable in quite environments (little background noise), however, if you on a plane or in the gym with any sort of background noise you can barely hear the audio.

If you connect a headphone to the audio jack or the lightening port it is not an issue and it is only a Bluetooth audio issue. Yes I turned off the soundcheck in music setting and made sure the equalizer is not set to late night but this appears to be an Apple only apps. I can not find anyway to adjust the audio for media apps.

Both I and the wife see the problem on our 6s and 8 iphones so it not hardware specific issue.

Anyone see similar or has a solution, since this is making Bluetooth audio useless for media apps in less then quite environments.
