I upgraded my old MacBook Pro with a SSD and selected the APFS format. My MBP is limited to High Sierra so that is its OS. I used Time Machine to update the new SSD. Will the SSD have a Recovery Partition?

I used Carbon Copy Cloner (CCC) when I upgraded my 2012 MBP to SSD last year. In cloning the HD to the SSD, the application asked me if I wanted to create a recovery partition and I said yes. So I have one. I am not sure if using Time Machine will give that option.

Yes High Sierra is quite capable of having the recovery EFI.
All you can do is try it your way and see the results.
from terminal, copy and paste:
diskutil list
does ssd under high sierra os have a recovery partition?
