Daughter lost iphone 8. It shows off line in fiind my iphone but when I call the phone, it rings before rolling over to voicemail so it must be connected to a network. Is there anyway I can turn on share my location on here iphone so we can attempt to find it?

It can be offline and still ring. The call is going over the cellular telephone networks voice network. But find my iPhone is an internet service. To use find my iPhone, the phone must be connected to the internet using either WiFi or a cellular network data connection.
