Can’t download Youtube. Says Restrictions are on. They arent. HELP!!

I can’t dowload YouTube to my phone. Says that the restrictions are on. I have checked and toggled it off but continues to say it’s restricted. How can I fix it?

Check if you have iOS 12.x

Settings > Screen Time > Content and Privacy Restrictions > iTunes and App Store Purchases > should be "Allow" here

Is by any chance, your iPhone is connected to your company (Exchange/Profile?...)

Make sure your billing info is valid & accepted and you are using the App Store of your country.

Done! Even Reset to original settings. Once restarted, still unable to dowload.
