Maintain PC Folder Structure when upload to iCloud Photos

From searching Apple Support it seems as though the folder structure on a PC is not reflected in iCloud Photos. Is there a way for a folder on a PC to be reflected as an Album on iCloud Photos? Would it be possible to create an Album on iCloud Photos then upload the files you want to be in that album?

If you sync your photos using iTunes instead of iCloud Photo Library, the source folders will become albums.

iCloud Photo Library can't do this.
