All iPhones have a screen rotation lock. I think confused with something else.

Yes it is. I have it. Pull your control centre top right need battery. And select the lock arrow circle button.
That unfortunately is nothing to do with screen rotation. You are correct it doesn’t work on every screen.
also you can only do this on the bigger models such as the plus and max phones so you won't have the option to change view to standard so the settings app will only be portrait
I know how to rotate my screen. I was speaking specifically to the Settings rotating. It is only offered on the Plus models.

Sorry you are correct! I love screen rotation on the home screen too on my 7plus. Does not even do it on Max s!
You can do it on max as well by changing the view from zoomed to standard
