Payment issues

I’m trying to update some app but it won’t let me unless my billing information is squared away. So I put information in that was from my visa gift (which might be the problem) and it says my information I put in was incorrect, so I tried again and again and again. And I gave me three kind of four different answers after I tried a certain number of times and they were, your information was incorrect later, App Store and itunes isn’t accepting payment information at the moment come back later, and check out www.apple.com/support/iTunes/ww/. for help , then it decided to stop responding all together. That being me here and I’m stuck and need help
