You could activae iCloud on both devices and upload them from your iPhone to iCloud and then either keep them in iCloud for both devices to access or download them to your iPad Notes app from iCloud.

Also, you can use the Share icon/feature, in the Notes app on your iPhone to email these notes to your iPad, then copy/paste the notes into the Notes app on your iPad.
