How to unlock iCloud locked Ipad

Forgetting the passcode that unlocks the device so that you can use it is different than the iCloud password. If you can’t remember your iCloud password in order to turn off Activation lock, you can try to recover it. Often it is the same password that you use for your Apple ID. Did you try that password?

If you cannot recover the password, take the device and proof of purchase to an Apple Store and ask for their help.

You can ask Apple for help, but without any proof you are the original owner, they may not help you.

You're going to need to find your original purchase receipt and take it and the iPad with you to your Apple Store Genius Bar for assistance. You must show you are the original owner of this iPad. If you aren't by some chance, you're not going to be very happy.
