Restoring from TimeMachine backup fails

I'm having issues restoring from my TimeMachine backup (external hard drive connected via USB).

This is the error I'm seeing:

So I have done some searching and found that other people are having the same issue:

I've attempted deleting the problematic file from the TimeMachine backup as suggested here:

When attempting to do so I get a permission error! I did escalate permissions.

root# sudo /System/Library/Extensions/TMSafetyNet.kext/Contents/Helpers/bypass rm -v /Volumes/My\ Book/Backups.backupdb/Florians\ iMac/2019-02-10-230645/Macintosh\ HD/Users/Flo/Library/Group\ Containers/2BUA8C4S2C.com.agilebits/App\ Store\ Receipts/receipt

override rw-r--r--  flo/staff for /Volumes/My Book/Backups.backupdb/Florians iMac/2019-02-10-230645/Macintosh HD/Users/Flo/Library/Group Containers/2BUA8C4S2C.com.agilebits/App Store Receipts/receipt? y

rm: /Volumes/My Book/Backups.backupdb/Florians iMac/2019-02-10-230645/Macintosh HD/Users/Flo/Library/Group Containers/2BUA8C4S2C.com.agilebits/App Store Receipts/receipt: Operation not permitted

I get the same permission error when attempting to remove the parent directory.

What should I do? Reinstalling MacOS and migrating the user data is not a step I want to take. I want to restore the full backup.
