Messages and iMessage are exclusive to Apple devices. Messages for iPhone, iPad, Apple Watch, and Mac - Official Apple Support
i have an ipad ios 11 but the screen is cracked and there are holes in the ipad so it does random things
So that means you need to either get it fix or replaced to get Messages.
