iCloud Photos is all of the photos on your device or none. There is no option to select part of them. More information: Set up and use iCloud Photos - Apple Support
It isn't clear to me whether you are wanting to keep all of your photos on your phone with half of them also being in iCloud or half on your phone and the other half on iCloud. Neither is an option with iCloud Photos but if the objective is to reduce the space required on your phone, see the "Save space of your device" section of the above link.
If you want to completely delete some of the photos from your phone but keep them on a cloud service, you may want to consider Google Photos or Dropbox.
