where are my photoshop 2019 preferences

I'm trying to reset the horrible Photoshop 2019 preferences and see a ton of articles that tell me to find this folder:

//Users/[User Name]/Library/Preferences/Adobe Photoshop CC 2019 Settings/

The problem is, I've followed that path and no such folder structure exists. Once I go to my user name, there is no "Library" folder so obviously I can't find the rest of the path.

I've also looked at the top hard drive level and the System folder. For those two scenarios I can find Library/Preferences, but no Adobe Photoshop CC 2019 settings folder anywhere. I've even tried to do a search on my drive.
