Is this feature available on iPad mini2? My 4-year old has an Ipad mini 2. I can't update its iOS to 10 and above. I also can't find "Screen Time" anywhere in the Settings.

If you really have an iPad mini 2, you can update to iOS 12.1.4
I suspect you only have an iPad mini 1 which you cannot update past iOS 9.3.5.
FYI: Screen Time is a iOS 12 feature, you need a device capable of running iOS 12.x to have Screen Time.
