Will the cellular function on a new iPad Pro 11 bought in the US work properly overseas? With a overseas carrrier.

It should. See Wireless carrier support and features for iPhone in Europe and Obtaining iPhone Service in the European Economic Area (EEA) and Switzerland.

You'll need to know which LTE iPad by model works in the country you'll be using it.
