authorization?

iTunes won't allow me to buy a movie on my laptop without authorizing my laptop to do so, in account settings. Every time I go to account settings to try to authorize the purchase, there is no place to be able to authorize my laptop. I can manage my other devices but I can't do so for my laptop. Thank you!
