The likely reason it is in Powerpoint is that the primary audience for MS Office is not the consumer, but the corporate user who has likely demanded text on a path in requirements requests over the last few decades. Despite how Apple's products are actually used, they were originally designed for the consumer market only, and someone made the flawed decision that consumers don't care about text on a path.
If you mean curved text, then no there is no tool in Keynote to do this, you would need to use a third party application such as Photoshop or Indesign:
