I recently downloaded the movie Widows before vacation & when I went to play it I couldn’t get it to work so I downloaded it again & I received notice that I was charged again plus a purchase of the movie??? I haven’t watched the movie yet & only want the one charge.

If you were just redownloading the film (Redownload apps, music, movies, TV shows, and books from the App Store, iTunes Store, and Apple Books - Apple Support) as opposed to buying a different version from the store you shouldn't have been charged.
