In Photos, "Click to Name" not working properly. Cannot move circle. Instead, a mini version of the photo comes up inside the big one. Anyone else having this problem? How to fix?

Thanks, rebooting the Mac did the trick. I had tried closing Photos but not taken the bigger fix. Thanks for your quick reply.

Adding faces seems to be more robust on macOS 10.14 Mojave. Consider to upgrade. But only, if you do not need the tools to create calendars and photo books. They are gone in Photos 4.0 and have been replaced by third-party project extensions, so we can no longer create books off-line or save the books as PDF.
when I cannot move or resize the circle, I restart Photos. occasionally I need to restart the Mac.
I have High Sierra and noticed the change in Projects. I will miss the old way. I made several books in the past. As for upgrades, my eleven year old Mac has reached its limit. Time but not budget for a new one.
