Hello! I want to update my ipad mini to IOS 12 but when I tried it's said that the latest version is 9.3.5 How can I update to IOS 12?

Not possible.
A 1st gen iPad Mini cannot upgrade/update beyond IOS 9.3.5.
Its internal hardware is too old and too underpowered to efficiently and effectively run any newer IOS versions.
