Music purchases not going to other devices in family share.

Purchased music on MAC and songs never went to other devices in my family.

iMac Line (2012 and Later)

They won't automatically download on other people's devices (that will only potentially happen on the purchaser's devices/computers, depending upon the settings), if they want the tracks they will have to download them : Share App Store, iTunes Store, and Apple Books purchases with Family Sharing - Apple Support

I have sharing on and songs won't go to the devices in my family, and when I go to the store to download tracks it wants to charge me. If I are to go to the app store there will be a little cloud there to download for free. Why isn't the cloud there for the song?

You are using Family Share and the other members are using their own accounts ? If you and they are, they go to the Purchased tab in the store app to redownload other members purchases - see the link that I gave
