Location services are greyed out and do not allow to be toggled on manually. I have already done the following:
-reset location services
-reset network
-restarted numerous times
i do not have a folder called “restrictions” under settings>general.
Any other ideas? This didn’t happen until after the last update.

If you haven't already, check your parental controls. Go to Settings > Screen Time > Content & Privacy Restrictions > make sure Location Services is set to Allow. Take a look at the link below for more information on parental controls:
