Given your description, your are likely to have a hardware fault - possibly the screen or its interconnection with the logic board.
If a forced restart of your iPad does not clear the problem, your best and most expedient course of action would be to visit the Genius Bar at your nearest Apple Store for inspection and test. These helpful folks will be able to talk to you about any repair or replacement options that might be available to you.
Alternatively, you could seek help from the Apple Support Team using the Contact Support link at top-right of this page. They will be able to offer advice - and possibly run some remote tests - but they’ll not be able to “see” or offer immediate repair assistance.
To force restart, press and hold both the Home and Sleep/Wake buttons until the Apple logo appears - then release the buttons. Your iPad will reboot.
