You can use the Pages app.

There are also "TextEdit" apps for the iPad like:

Apple does not make an iOS version of TextEdit, at least not yet. There are a great many text (and html, code markup, LaTex, etc) editors for iOS though so plenty of alternative iOS editors to open and edit those text files.
