Preview can show you a preview of the RAW image, but you cannot edit it in Preview. You will see a "locked" message in the title bar of the photo in Preview.

The RAW format needs to be supported in macOS 10.14 Mojave, see this list:

Something is really wrong, you appear to have picked up some Malware. I suggest that you run Etrecheck or Malwarebytes.
Until you take care of this, you should be able to go into Preview and open the file with the Open dialog.
And it will only open RAW images it understands.
I am not sure what you mean by "it will.... it understands" Who is "it", please?

My Nikon D300 is in your list so my Raw photos should be OK. However, I do not get pass the "open file" message telling me I need to scan the file for 'viruses'. What should I do?
Can you show us a screenshot of this message? The mac should not worry about viruses in an image file.
Forgive me for being so unskilled but, how do I attach my screenshot to this reply?
In the editor, when you reply to a post, click the button in the toolbar, that looks like a picture of a range of mountains. That will open a dialog to attach a photo.
And preview has a handy file->take screenshot facility.
