For the most part, we are users like you, not Apple employees.
If I am understanding your post correctly, the phone won't show up until it is connected to WiFi. Unless the phone is connected to WiFi, there is no way to communicate with the phone. What is the problem with the insurance company?

Well they just idiot saying the phone is not in lost mode which it's is bit cuz still is off or not contacted to WiFi they can see on there system phone is in lost mode that's why they try to get away to take the claim
Hi I spoke to your team support in uk I don’t know how they got job in apple anyway what it is I lost my phone last week was iPhone X the insurance company ask to put the phone in lost mode which did put the insurance company saying the phone not in lost mode and ether apple but they don’t have clue cuz lost mode only will work when phone turned on and connect to WiFi and will be luck the lost phone but when is off will not work and even in find my iPhone said the lost mode will lock up when device connect to WiFi
Hi Eric I just wondering if you can help me my case regarding insurance company I have send everythins police report, network proof of barring, proof of purchase , put the phone in lost mode everything's but the idiot the try to get away from and not cover the phone been lost, what the asking if would be possible apple comfort my phone with IMEI number is active and geniune, all the want either transcript of live chat or call transcript or email, I would be appropriated this my phone IMEI number ***** IPHONE 10 OR X 64G SILVER all I want phone with this IMEI number which I have mentioned is active that's all.

I have but didn't get any where cuz they saying go to the website appleid.apple.com put the details if you see the phone with IMEI number been mention is on website that's mean it is active and geniune which have done that and took screen shot and sended to insurance company but basterd not excepting they saying we need verbally or written down from Apple that's all.
This basterd insurance company they just want to scraw me over and not pay out for the phone I have been paying insurance cover every months without missing payment £15 a month for these days if something happens to my phone
You might try Apple Support to see if they can help.
Work through the screens to get an email or chat option.
