Books not downloading on iPad

I can choose books from the store and get them into my library, but anytime I try to download them, it fails. I’ve tried restarting, signing out and back into my ID, reconfiguring, using a different network, deleting and trying to redownload and nothing is working. I can download books on my iPhone, but the iPad just isn’t having it. Any ideas?

PS it’s a iPad 2, so I can’t update it past iOS 9...
